Novo 2 green light when charging

Well, it wasn't much of a test. I only managed to drop the volts to 13.3 and then charge it back up to 13.7 or 13.8. NOCO is saying it's the battery, and the battery manufacturer is saying it's the charger. What I need to do is hook the battery up to a completely different charger and see what happens.

I've tried literally anything to fix this issue from disassembling the entire device and cleaning out every single crack and corner including the connector surface and pins. If anyone else is experiencing this problem I would like to know and if there are any solutions I would be really much appreciated.
